It is. He’s wearing Cyberhand’s mask over a “face” over his real face-mask (which appears unusually like a Miru, and which Cyberhand was replicating). When he takes off his mask, he reveals this Mission Impossible-style fake face, but this covers his oddly Miru-shaped face. So you’re right… in a sense XD
