Ah, yes. The insane warlords known as the barraki, their underwater prison and nearby matoran city known as Mahri-Nui. What goes for G3 from this? Let's see..
Tousands of years in the past, six matorans grew in power so massive, they forged an alliance and owerthrew the realms of then's island.
The alliance would become to be known as the League of Six Kingdoms, each of the region ruled by one of the Matoran Warlords.
It would also be during their rule that they would take great advantage of the powers of Kanohi masks. <-- Idea by @Bokarda
After years of their tyranical rule, the Elemental Gods sent heroes to overthrow these monsterous warlords, heroes to be later known as Toa. <- Idea by @Bokarda
The seven warlords were defeated and concealed in the very same prison that held the mad being known as Karzahni.
The prison itself made sure that the beings held in would never come to harm, thus letting the warlords reach incredible age, by the time the island sunk, they were thousands of years old.
Let's break the stereotypes, shall we?

Born in Mangai to a very poor family, he was trained a warrior from an early age.
Due to his natural talent at fighting, he quickly climbed the ranks and became captain of the guard in one of Mangai city states.
One day, he argued with the city state's ruler, the conversation ended with the previous ruler torn apart by his magma hounds, and Kalmah sitting the city state's throne.
During the next few years, he conquered the rest of Mangai with powerful armies or Matoran and dangerous rahi, proclaiming himself the first King of Mangai.
When the Council of Six Kingdoms was called, he came with a large army, showing his strength.
He quickly made friends with Carapar, as both were interested in war and conquest. Though he shared his cruelty with Pridak, the two were not friendly to each other, due to Kalmah being very ambitious and Pridak extremely proud.
Kalmah was very intelligent, but not as smart as Takadox.
Yeah, apparently, Ehlek hasn't recieved his own minifigure, getting Kalmah recolor instead
Ehlek was born into a family of prestigeous builders in Kanae. As such, he had a great interest in architecture.
Because of his small stature, though, (Oh boy, short leg civil war beginning) he was often bullied in the streets. For this, he developed a hard sense for revenge, striking interest in poisons and betrayal.
Because of these poisons, his family grew into powerful stewards in Kanae, through intrigue, Ehlek became the unofficial lord of the region, until finally proclaiming the Kanae Kingdom, and himself, the king.
He knew that, as the other regions grew more powerful and were now ruled by other kings aswell, that war would be inevitable, thus building large fortresses in the jungles of Kanae, and, for a brief period, the region was more filled with castles than even Mangai.
When the Council of Six Kingdoms was called, he wanted to poison the other kings. When he met with Carapar and Takadox, though, he decided against it, as all three enjoyed poisons, manipulation and betrayal.
Pridak was born into a royal family. He was to be the next king of Ihu, making him the only legitimate king of the six.
He grew very proud, due to his mother saying that he was the most beautiful and most intelligent Matoran in the world.
He often covered himself in expensive silk dresses, aswell as having his mask painted with beautiful ornaments.
With his father dead due to natural causes, he came onto the Ihuan throne, legally. He believed that Ihu housed the best artists, writers and warriors, aswell as most beautiful Matoran, as such, those that were not fit to 'Be a part of his kingdom' he executed.
Pritak took great joy in torturing, often impaling his victims on the spires of Ihu.
He did not want to participate in the Council of Six Kingdoms, but, when he saw that all five other warlords did, he came.
Pridak saw himself as superior to all of them, only agreeing on an alliance because he knew that if he did not, Ihu would be a target.
It wasn't that he was afraid Ihu would get destroyed, only that he had no interest in waging wars with other regions, instead, secluding himself in Ihu for the rest of is reign. None of the other warlords seen him after the council.
Takadox got only a recolor aswell..
Takadox was born in streets, to a poor widow. For he loved her greatly, he used his great skills of manipulation to make money and food for him and his mother.
After few years, when Takadox was still young boy, that his mother died to a chill, leaving Takadox an orphant. On her deathbed, he promised her that his family will never know what it is like to be poor.
And that promise, he kept. He, along with his friend, Vamprah, made a great deal of money by stealing and manipulating. Soon making them the ritchest Nahoans in the region.
Over time, he and his friend Vamprah grew not only ritch, but powerful aswell. Both became part of the Nahoan council or rulers, One day overthrowing the other members, making them the sole rulers.
Takadox was proclaimed the First King of Naho by Vamprah, in turn, Takadox made him his hand, aswell as counselor.
Takadox learned that having a large web of spies is very advantageous, because of this, he put a spy in every village and city, every part of Naho, so he would know everything that ever happened.
For this, a popular saying went in Naho, "How many eyes does king Takadox have? A thousand eyes and one."
(For those of you who are wondering, yes, I did borrow his story from the story of Varys and the saying from the Tales of Dunk and Egg.)
Takadox lived more or less a peaceful life. Even though his servants feared him and his spies, he was over all a good ruler.
He also was the only warlord that married for love, his wife was a young Nahoan named Pelagia. She was unfortunutely killed by peasants when Takadox was overthrown along with the other warlords.
He was the one who came up with the idea of the League of Six Kingdoms. Having such a great alliance meant that not one ruler could be overthrown easily.
He thus called the council with the other kings, all agreeing on the alliance.
Takadox despised and hated Pridak most of all other Matoran, due to the Ihuan's pride over him, as Takadox was phisically frail and not particularily attractive.
He became friends with Ehlek, though. For both of them enjoyed deception.
No one knows who Mantax truly is. No one knows where he came from, to whom he was born, how did he acquire such a powerful position in Tiro.
That is mostly because his region was very secluded during his lifetime. Very, very few Matoran ever ventured into the deep jungles and cave systems of Tiro, and even less came back. There are only rumors about this warlord, ones that cannot be trusted.
For example, it is said that he often became one with the earth, being able to watch everything on the island through it's eyes and the eyes of animals.
There are also rumors that, when a servant or another Matoran discovered some of his secrets, they found themselves food poisoned the next morning.
The other kingdoms only knew that this Matoran suddenly grew in power very massive, becoming the unofficial ruler of Tiro. Thus, he was invited to the Council of Six Kingdoms.
During the whole discussion, he stayed quiet, only saying "Agreed." at the very end, adding his region to the League of Six Kingdoms. After that, he disappeared and was never seen by the other warlords again.
Sadly, no minifigure for poor Carapar
It is said that Carapar was one of the Merchant Kings. His life that dates before that is not known.
He was very greedy and cruel to people that wanted to pass his gates to Motara. Over time, he managed to sieze the other passes to Motara and murder the other Merchang Kings, making him the sole ruler of these passes.
He knew that taking the capital of Motara would not be easy, though. Thus, he sent his servants to disguise themselves and come into the city in peace. Once in, they poisoned the council ruling the city, it's defences thus scattered and without leadership. It was then that Carapar marched with his army into the eye of the storm and siezed the region of Motara for himself.
Carapar did not care for honor, only for sole victory. For this, he did not fear to poison whole armies with food he gave them while waving a white flag as a gesture of surrender, or having most of his men slaughtered, because they over all could win the battle.
Those that he did not trust, (and he did not trust almost anyone) he had poisoned and erased from existence.
Once the Council of Six Kingdoms was held, he marched with a very large personal guard to take part.
He made friends with Ehlek, as a gesture of good will, he married a member of Kanaean family. Though she died soon under suspitious circumstances.
Though Carapar was not the smartest of the warlords, he was the strongest and had a good sense for military stragety, that, he shared with Kalmah. The two saw each other as rivals, though, not as friends.
(No minifigure for Nocturn either :/)
He was a matoran of lightning. Nocturn is probably the stupidest of all the warlords. He was a peasant specially picked by Takadox for his slow mind and little wit.
He was main part of a plan by Takadox to submit the Matorans of lightning under his rule. He made Nocturn his pawn, through manipulation placing him into high positions, under a condition of eternal loyality.
Nocturn, not being the smartest, agreed and kept his promise. He did Takadox's bidding, never betraying him.
He was added into the league fairly late, not being a part of the Council of Six Kingdoms, and because the other warlords knew he was Takadox's puppet, the name of the League did not change to include the Kingdom of Lightning.
Long ago, there was a large island in Naho Bay. The beings Makuta and Ekimu imprisoned their mad brother on that island, building a large fortress to be his home and his tomb, various deadly rahi and Colossi to be his jailors and guardians.
Eventually, some Matoran from Naho found their way onto the island. It was seen as a paradise, quickly drawing attention to all other tribes on Arthaka, thus making the island have a mixed population.
The paradise overtime got a bad reputation, because of the discovery of dangerous wildlife deep withing the jungles, aswell as creepy whispers that could be heard there.
Thus, the island lost a lot of it's inhabitants. One day however, a geological catastrophy happened, sinking the island at the bottom of Naho Bay.
Thanks to large underwater caves with air bubbles, aswell as rahi that produced them, the Matoran were able to build a large bubble over their main city.
The sinking of the island however killed a majority of non-Nahoan population, thus making it's population comprised mainly of Akida's matoran.
Coming from the original Mahri Nui, the city itself was covered in large air-bubbles that looked like large domes, with dozens of buildings inside.
The city itself would be split into multiple regions covered by separate air bubbles. Maybe Matorans from different regions would live in different air-bubbles, or they would be all mixed together.
Outside the city, there would be large fields of sea grass that be a breeding ground for domestic animals, in this instance, Arthaka's version of Hydruka,
At the border of these seagrass plains, a vast, dark and unexplored Kelp forest would lie.
There would be stories of dangerous rahi and monsters roaming this dense forest, entering it would be forbidden among the undersea Matorans.
This being undersea opens a whole new dimension of beautiful environments. On the opposite side of the city, there would be vast system of underwater caves and tunnels, in which no Matoran could oriente.
But it would be in these caves that the prison of Barraki warlords and the mad Karzahni would lie.
Because of the mad being's whisperes that could be heared in these caves, they would earn the name "Whispering Caves"
CULTURE AND RELIGION
The Matoran of the sunked island would have mix of all the cultures, however believing in a different diety than all their counterparts on land.
Faith of Owaki:
Owaki, known as "Drowned goddess" would be known as a saviour of their people, being abandoned and drowned by Akida, it would be Owaki that gave them the bubble-making rahi and a new chance to live.
Cult of Karzahni:
Started by Matoran driven mad by the being imprisoned on the island, these lunatics would start a cult worshipping Karzahni, believing him to be the Brother that was betrayed by Ekimu and Makuta, imprisoned unjustly by them.
I have to be fair and write this part. There are problems with this pich that have to be solved somehow.
No.1 Why weren't they killed when they were defeated?
They were known as hated warlords that tortured matorans for fun, why not execute them right away and display their bodies impaled?
Well, it might be that Ekimu decided to interfere against it, seeing it as cruel, rather having them serve life sentence in a mad prison with Karzahni.
No.2 How did the warlords survive the sinking of the island?

If Ekimu and Makuta built Karzahni's prison, it would maybe have some special morphing abilities to render any attempt to free the being useless. When the island sank, the fortress' ability sealed the water out to prevent it's inmate's release.
Upon the islands impact with the reef however the prison was damaged and starts to leak water through the cell walls. As the water leaks through, it takes microscopic fragments of the walls with it, transferring the prison's ability to morph to the inmates mutating them.

How about: Barraki are serving Karzahni, and Karzahni changes their form to suit their environment, but can't make them amphibious due to the magic chains explained in the next segment.
No.3 How did the warlords break free from the prison and Karzahni did not?

Maybe the mutation could have caused Karzahni to have grown into a gigantic monster with the loss of his ability to manipulate his size.
This would mean he couldn't physically escape his prison and would have to rely on others to do his work until he is released.

Karzanhi would be entrapped by magic chains that shifted with his form and reduced his powers, and would keep him from escaping through the opened holes.
No.4 How are powers of Karzahni not making all of the Matorans in the city completely insane?

Maybe he doesn't want to cause them to leave as they are why the Toa come and accidentally release him according to one of the destinies he sees.
So he only messes with them if they try to leave basically making them his prisoners.

The magic chains that hold Karzahni would also limit his power to influence the minds of the matoran, so only the matoran who go into the cave would be affected.
No.5 Why did Ekimu and Makuta build the prison on that specific island?
Well, yeah. Don't have a real answer, if you have any idea, here with it!
This is a pitch that is being changed every day with the help of the community. You can already see the changes and involevement of others. If you have something to add, just write it!
Barraki are my most favourite characters in Bionicle, it'd be shame not to include them in G3.
