We know that in the lore, Seven of the Makuta that we were aware of had Hagah teams. For the other 93 Makuta, how common where Toa Hagah? Where they few and far between because they were elite guardians, or were they more common than that?
On top of this, how many other Toa were active in the MU during the formation of the Hagah Teams?
