Just introduce him like the rest, if the Toa of Lightning is part of the world and is integrated in it, it should not be far fetched for the rest to see it in a way like they do the rest of the Toa.
I had an idea as well. What if the brotherhood of Makuta killed off all the lighting tribe except for Voriki? That would explain why no one has seen the tribe. Just a thought but I really like these ideas too.

Their tribe should be somewhere between the regions of air, water and fire (probably somewhere above the lava mountain where constant lightning storms happen),

They are very advanced due to proximity to thermal energy and lightning energy (and also being able to survive in such conditions) that enables them to make electromagnetic ariships (which can witstand lightning storms due to lightning rods scattered all across the ship like with the Shadow Broker ship from Mass Effect). They are the tech experts of all the villages and their technicians are sought after in each other tribe.
Some other inspirations can be the Sheikah and Lanayru civilizations from Zelda.
Also make energy slizer a mount.
