Its mask power is described as subtly changing a person’s viewpoint until they serve the user’s cause. I’m not sure if it’s charisma or outright brainwashing.

It’s a good question. In RPG terms, I see it as being a bonus to a persuasion roll. But you still have to do the actual persuasion, you just have a better chance of it working.
