Pixel Art Program

I’m looking to make some pixel art, but don’t know of any programs. I have three requirements:
Free
Has transparent background
Relatively easy to learn

Can anyone help?

graphing paper, doesn’t even require a computer

GIMP is great. It’s basically free Photoshop and for pixel art there’s very little to learn for it.

Definitely recommend.
