does the steppe people on the bionicle? it would be cool if the bionicles were mongolians

No; it has been stated that humans do not exist in the Bionicle universe:
That’s only on Metru Nui, and subsequently Mata Nui, that wheels aren’t used; they are used elsewhere in the universe, such as on the Destral Cycle, as well as a small cart included in the 2006 playsets. Also:
