To be fair Krika isn’t even in G2 so by definition he won’t get development
With all the retroactive G1 canonization going on, I wouldn’t be surprised if he did

Judging from Lego’s recent themes, the character roster probably won’t be as expansive as the old story (main characters at least). After the first story arc of ninjago, they did a good job of not focusing on Kai, they are moving back to him a little in the current season though.

So the year is well into the second wave and now.
Lewa has had the most development.
Gali is the only toa who is really lacking.
The Skull Villains are alone and generic.
Protectors have done their job, but could still return.
