Quarix is not a dragon… He is a intelligent creature that lived on the island of Draxtia. He has dragon like abilities, yes, but is not exactly a dragon. In fact, his kind will take offense to saying that they are dragons.
Is a Tahtorak considered a dragon?
Is Miserix considered a dragon?

Tahtorak is considered a dragon by Xians.
Miserix has no actual form that he keeps. He changes forms.
Not to mention Quarix is no Rahi. He is a sapient creature, like the Xians and Steltians.
