For the sake of argument, a meme here isn’t an original work. This is an original work, of sorts (it’s not intentionally bad like an MLG copypaste would be.)

By your logic, every Omega Tahu drawing on the boards belongs in the memes topic, but they still get their own topics.

This is a…tricky one, at least imo.

Definition of meme, as per the great Wikipedia:

An Internet meme (/ˈmiːm/ MEEM) is an activity, concept, catchphrase or piece of media which spreads, often as mimicry, from person to person via the Internet.

There’s no real attempt to reference anything here, which is, generally speaking, the entire point of a meme. I can definitely see how it would be interpreted as such, but I believe Nyran’s correct here in that, as long as it’s original thought, it remains artwork.
