So, apparently, this could in fact be a teaser towards a game/minigame covering “Fredbear and Friends”, the establishment/TV show/et cetera being advertised on the television in FNaF 4.

I’m not sure if you noticed this too, but it really is properly W-Chica right down to the wires coming out of the right arm. Plus, the visible endoskeleton mouth inside hers is clearly not the same thing as the bare endoskeleton we’re seeing here. In fact, it’s far more similar to the older endoskeleton just to the right (which, is it just me or does it have an abnormally tiny arm too?). Scott, seriously what.
Also, unrelated but I keep seeing original Bonnie’s ear overlapping the top of W-Bonnie’s face out of the corner of my eye, and thinking that W-Bonnie is saluting.

Oh yeah, I totally noticed! It’s really strange. But what this could point to is, the withered animatronics we see in FNaF 2 actually date all the way back to Fredbear and Friends/FNaF 4. At this point, I’m assuming FaF is either a children’s TV show from '83, which is why the animatronics are so cutesy, or it’s just a sister location with extra-cute 'tronics.
Now, as to why it’s still “withered”… I honestly think Scott did that just so people are aware that it’s that specific version of Chica. If Chica were completely fixed up in the photo, some people might be mislead into thinking it’s just a cutesy version of normal Chica or Toy Chica.

Well, the real animatronics didn’t look nightmarish - that was only the kid’s mind. They were probably the FNaF 2 (withered) animatronics.
