Lego can be quite unpredictable when it comes to recolouring parts. The straighter variant of the Hordika necks have recently been available in brown, so perhaps the regular ones are next.
However, these parts are often discretely integrated in the builds, often for inner joints and aren’t really the main focus in many sets, so I can understand them not taking the effort to recolour them
