You’re right, it’s not a traditional prototype pic, but sometimes prototype versions of sets slip their way into official promo stuff.
I just noticed that on the official poster, it also shows that he has trans blue bones…I wonder why they opted to change it to solid blue…

because pieces, they updated the model of which doctor itself so they had to remove pieces from somewhere, they decided to remove pieces from the staff, you can see the final product has even less pieces than that

they added some things and changed things, it’s not really an update
that’s it, they updated the blaster, In my opinion the final set looks better, not the staff though,
also, I don’t think the skull was even black, they inverted the color I believe

The other arm looks underwhelming tho.
yeah, apart from the blaster, they only thing else they changed was the colour of the thighs, and added short spikes on the shins and the ribcage hoses.
