WIP is a work in progress, finished project “coming soon” deal…so yeah 
Maybe the rule should be rephrased as “must put any art in general”.
“Coming Soon” means when there isn’t any work and it’s just an advertisement for nonexistant (at the moment) stuff.
WIP is when there is work but it is not finished yet.
Pretty big difference.
