Perhaps Tahu’s new fingers are a feature of his adaptive armor

Again, mutation. Between 2001 and 2010, Tahu got dunked in Energized Protodermis, got Adaptive Armor, and went through three sets. Also, I believe that in the comics it’s implied that his right arm on his Mata form has a hand, as he can grab his sword with it as seen in the animations. Plus, the Stars sets were made using 2009-10 parts, as the Mata hand piece/Slizer hand wasn’t in use at the time.

au contraire, the set does not have any fingers on that hand, so that means there are none.
And yet Mata Nui devolved him right back to where he started - canonically, Toa Mata Tahu and Stars Tahu are identical in every way.
tl;dr, they have fingers, they were limited by available pieces at the time, and it’s evidenced by every time the designers got the opportunity to add fingers, they took it.
On the topic of fingers, here’s a related theory: Makuta is a leftie.
