using google translate, the description roughly says:

There’s also a third video

with a description that roughly translates to:
“Filming made by Xavier Cayuela with the performance of the Bionicle rapide float 8990 inside the CCRR on February 20th.”

8990 is the set number for Fero and Skirmix, so this may not even be a TumaFest after all, its just a festival which includes a bionicle float

edit 2: with some help from my brother, we managed figure out that the festival was probably held in Saint Carles de la Rapita, a town in Catalonia, Spain and that the festival is to celebrate carnival like in Brazil, as the 2015 dates match up with Brazil’s Carnival in 2015
