Let me straighten this out for you, and elaborate on @Red’s words.
Makuta, the species, cannot become Turaga in the sense that Toa can, that being surrendering their powers and becoming frailer, weaker forms that can’t so much as use a Great Mask. They can, however, ■■■■■■■■■■, and thus bear the likeness of a turaga. Makuta can’t be turaga, but they can look like them.
