It’s just part of the aesthetic of the Bionicle universe.

As far as I know, there is no canonical explanation. As others have said, it’s probably just there in the sets for looks.

But judging from it’s location, it could possibly be part of a mechanism for moving the stored rhotuka up into the launching part of the shield.

They do look cool but maybe for an in universe explanation it seems to be attached to the spare spinner section, so possibly an automatic reload mechanism?
