I was wondering: did the Great Beings design kanohi so that only MU inhabitants could use them, or could they work for anyone who wore one?

Didn’t know that. I always imagined that they conform to the wearer’s face. Or the inside is specially shaped to fit toa and matoran.

No. It would be like saying can a human use a AAA alkaline battery. Even with enhancements, Glatorian are not Toa - they are organic with a little machinery, not the other way around, so they can’t be “powered” by what amounts to a battery.
