I’ve never heard of Rouge One, but it’s Rogue One you’re referring to, right?

Waitwhat? They’re spelled the same. I was referring to the movie that’s set immediately before ANH.

It’s Rogue One. Rouge is red in French, which would make little sense in the context of this movie. But it’s the same movie you’re referring to.

Is the turret’s rotation independent to the entire wing column? Like does it just rotate around on it’s own without the big panel turning? And if so how?

Oh, that’s easy, I’ve got a technic axel running the whole length of the wing column, throw in a few technic gears and blue pins and you’ve got yourself a rotating turret.
