Weren’t there only two $20 Toa? It only really looks like a combination of Tahu and Onua.
That said, I love this design; the colors and parts placement look perfect.

I consider Kopaka to be an honorary $20 Toa, though he was packaged with Melum. His parts are used, just not as obviously as Tahu and Onua’s.
