Artakha is 10ft tall in story. Since the canonical average Toa height is ~7ft. Factoring the average set height is 9 inches, if we scale accordingly, all entries must be 12.86 inches at minimum.
Just a bit of clarification, the average canister height is less than 9 inches. Gresh and Ackar are the tallest Glatorian and they’re about 8.7 inches. Analysis suggests Artakha should be 10.43 inches minimum to be in scale with other sets. (Evidence)
