No. He’s not. He knows exactly what he’s talking about.
What he means is that the hands on the first MOC are lazy, blocky, and look bad. They also have only two fingers and no thumb.
The two fingered hands look lazy. In my own opinion, and I’m fairly sure that @Calvatron shares it, the first MOC would be better off with Glatorian hands, because those have a reasonable number of fingers.

as for the mocs,
chronicler
torso is far to complex compared to the limbs, and minifig arms look awful as fingers imo despite their widespread use.

ugh, this one is a mess, the textures are all over the place, the open sockets on the legs, the open axles on the chest, the stumps for hands on a rather detailed moc, the completely flat chest, the waist that looks like it exploded, the fist crotch, and the random orange on the leg.
