Also, would I be allowed to draw potential character art?
G3 is not official and I’m 99% sure you can draw character art.

It did die, but that doesn’t mean people can’t do anything with it

The point of ‘G3’ was that it was TTV’s pitch of ‘If we were to bring back BIONICLE, this is how we would do it’. Fans could contribute ideas that TTV could include in the pitch, but it was never meant to be “We’re all creating the story together.”
That being said, It’s pretty much indefinitely suspended and you’re always free to make your own art or whatever based off of other ideas from it.
