Can toa ( and any other species with elemental powers) create weapons out of their elemental powers?

You might need to be a bit more specific with your question; what do you mean by “weapons”? Are you just asking if Elemental Powers can be shaped into physical weapons (like swords, axes, etc.)?

For physical striking you have solids: iron, earth, stone, ice, plant life; liquid: water; gas/energy: air, fire, plasma, light, electricity, (ice); and for pseudo-physical: sound, psionics, shadow; and for purely non-physical: gravity, magnetism, (psionics).
Any of the solid physical elements could form a shape-holding weapon. The other physical and pseudo-physical could hold a form with constant focus, and the non-physical elements could not hold a solid-like form for a weapon.

Oh yes of course they can. For example Nuju makes a knife out of ice in comic 18, Toa of stone make all kinds of stuff all the time and so on.
Ice is another element that makes a lot of tools often: knives, ramps, boats, mirrors, towers, ropes, hooks etc. all made of ice…
