Can Toa of Plantlife create living plants?

It’s been a huge matter of debate in fan circles recently, so it would be great if you have an answer.

Can a Toa of Plantlife create a normal plant using nothing than his elemental powers which would be capable of surviving under the right conditions?

I.e. can a Toa of Plantlife create life?

I would think yes, but probably within limits and it would probably be a huge strain. Toa would be more likely to manipulate what is already there if possible.
