Pretty basic frame, both the Sir Fangar and Vezon capes, the tapering of the armour at the knee really hurts the model, and there’s nothing else about the right leg that dignifies it as the peg leg aside from, y’know, having a peg.
Custom upper arms which add nothing except a bulging bicep, a hook which has to be attached to the forearm (there’s no other way with that piece) and a unique usage of the extra armour piece as the hat, but the illusion is immediately lost when you turn the model.
Nice colour scheme and colour blocking, he really gives off the impression if a resurrected pirate captain, but that’s mostly due to the cape. Given the Vahki hip I can just see peaking out from under the Sir Fangar torso armour, the torso is at least slightly customized, but it’s impossible to tell because of the armour and capes. And the beard is a bit much for his tiny head - have you tried using the inverted frost beast mask from Hero Factory? Personally I think it works very well.
Overall, needs a fair bit of work. Nothing really interesting is happening with the model, and personally I would go leagues in the opposite direction, to make it as interesting and unique as physically possible.

This guy reminds me, LEGO introduced another slightly smaller silver hook in the Roadhog Overwatch set. It’s too small to use here, but on a toa mata scale pirate it’d work well.

I like the way you used the ammo belts to give some depth to the torso. Don’t know how many 2L axles you own, but the red one in his armpit sticks out.
If it wasn’t for the hat looking out of place, or d give it a 9/10… but it gets an 8.2/10
How is out of place? Doesn’t it look like a Pirate Hat?
I, for one, do like the use of multiple tattered cape parts instead of just the one. You might consider adding some additional colors (e.g brown, dark red, dark blue etc) to reduce the dullness a bit. Also, the way you gave him metal armor underneath the coat doesn’t appear too pirate-esque. The leg and foot shaping might need some work, ideally with a more boot-like design; that silver piece looks quite out of place as a shin guard (which again resembles armor more than pirate clothing).
