I was wondering if it was just Teridax that had a team or if every Makuta had them.

I checked BS01 and according to Greg, Teridax, Antroz, Mutran, Chirox, Spiriah, Tridax, and the Makuta of Stelt had teams, but Icarax, Krika, Gorast, Kojol, Bitil, Vamprah, and Miserix did not.
So it seems it’s more of a personal opinion as opposed to a regimented thing.

Maybe it’s something that the toa of whichever island could’ve been awarded. I never knew some didn’t, so it seems like something makuta would’ve had to either request or toa to earn or whatever. Maybe. Shoutout to Chirox’s team and whatever rahi thing they got turned into.

It definitely seems like a Makuta’s request was at least part of it, because despite being the leader of the Brotherhood for tens of thousands of years, Teridax only chose a Hagah team a few thousand years ago.
Side Note
(On a side note, it was weirdly difficult to find how long Teridax was the leader of the Brotherhood. The story never seems to specify any further than that it must have happened before the raid on Artakha 2500 years ago. The only somewhat specific sources are Greg Quotes:
