There were counter measures for if the toa went rogue, but did the great beings create someone or something that would destroy the makuta if they went rogue? The makuta were very powerful so it would’ve made a lot of sense to design a way to destroy them all if needed.
Well, there’s the Golden Armor, for example. Though the Makuta’s evolution made them eventually immune to its effect:

Although the Great Beings didn’t make the Makuta, Mata Nui did. The Great Beings did know of the existence of Antidermis; which the Makuta were made of, and which the Golden Armor was able to affect - but only in the solid form of Kraata and the Makuta’s original forms, not the antidermis pools or evolved Makuta.
