Correction: that would be startling, yes, but not exactly scary.
This is one of the bigger reasons why I think FNaF is a tad overrated.
The horror aspect only works the first few times.

Yep. Unlike previous incarnations, Chica doesn’t seem to holding it. It is clearly behind her, not on her shoulder. Either it now has it’s own body, or there’s a mechanical appendage that’s attaching the cupcake to Chica’s back.
