I’m wondering if you could simply use a minifig battle droid body for the base and attach it to the wrist/forearm via a system clip/technic claw piece/whatever you happen to recognise that part as.
It can attach to literally whatever.
I’m going hands first, and then designing just how the arms work.

If I have time, I actually found a design from someone on Brickshelf who didn’t post instructions, so I scrambled together a miniature version.
Doo-Heads = Boneheads of Voodoo Island, a prototype Lego toy line that eventually evolved into Bionicle.
Even had a similar gimmick to the 2001 masks… only you knocked off the figure’s entire head instead.
