Chronicler: Not much. Just a few bumps and scratches, really. However, we think they’re the result of him hitting his head on the river, and the water eroding the mask.

Zaktan was released in 2006, and he was at the scene too.
That makes Viper just as much of a suspect as Eljay.
Also, I think we should check which is Eljay’s dominant hand, for the sword, pencil, pen, and note.

or, maybe he was trying to get the note away from someone for unknown reasons
