There are three (probably much more) Makuta in the Matoran Universe that do not have any appearances, Makuta Tridax, Kojol, and Makuta of Stelt. My idea was to build them based on three rare Kraahkan, the kanohi of shadow. Even though there are technically only one Kraahkan in the bionicle storyline, the earliest comics depicting the Brotherhood of Makuta with several makuta identicle with Teridax. Therefore, my idea was to build these three Makuta based on the flat dark gold, pearl gold, and 5-hole (on its way) mask of shadows.
The first is Makuta Tridax. He has more canonic information that he wields the acid spear and a blade. The translucent lime hose on the spear is hinting the acid in tube, ready to be launched by the spear at any time. I also tried to use all green villain parts in the rendered version.
Honestly speaking if it wasn’t the acid spear this design of Kojol will probably be Tridax, as the pearl gold color scheme would go along with Tridax’s secondary kanohi Olmak. This Makuta wields a tri-blade staff. Nevertheless it is a simple but cohesive (in my opinion) build that has the evilness of the makuta.
The last one is Makuta of Stelt. I’ve purchased the five-hole kraahkan to go with this set. The Makuta of Stelt uses dual black fire swords, and has some fire motifs on both the rendered and actual version. He is also beer belllied and hunch backed to show the crookedness of makuta.

Kojol kinda looks like he could be a Toa of Psionics. Stelty boi looks the most Makuta-y out of them all, probably my favorite. Especially the black shadow blades for his shoulders and swords.
