Looks like an advanced version of XT4. Just needs a variety of weapons and then you’ve got the look.
My only real issue is that while the yellow lightning bits blend well with the rest of the moc, they blend maybe a bit too well, meaning it’s a bit difficult to tell what this guy’s motif is without the name

Love the part usage such as the lightning bolt moustache (really sells the mr in his title) and the car fairings in the legs as well as the ship small mast piece for the feet.
