We don’t actually have confirmation but I hope he is. I like in his comic appearances he speaks exclusively Japanese.
Even if penny isn’t in the movie to translate for him it’d be funny to have the rest of the spider men just have to guess the idea of what he’s saying; esspecially his intro story could be funny if he spends that time talking and after no one understood a word he said.

good news for you: he was confirmed in november 2019
I’m curious if they go all out with leopardon and basically give him a full sentai episode as an arc or introduction. Though I’m hoping the do keep the comic Japanese joke maybe with everyone questioning whether he really just introduced himself as “a emissary from hell” and making that his only English line.
