Actually, I think he, or rather, they, represent only one factor in the Bionicle universe: Organic reproduction and aging. Remember the first episode, where the protector’s son listened to the protector’s tale?
Now, remember the mini-protector at the back of the army?
I can plausibly believe that the first episode protector is the future/represent protector of Fire.

My new theory:
All the other Toa get angry because Tahu gets all the spotlight/screen time, causing them to murder Tahu. They then realize they need a new Toa of Fire, so this little guy comes in.

notice how the PoF teaching his son in the first animation doesn’t have the wide torso and weapons
maybe its possibly episode 1s father died, and that PoF teaching Mini PoF/set PoF is a reletive, or uncle or something.
