Finally, Toa Hagah canon contest is now held! And I read the comic they are appear, I discovered a new fact!
As you can see from the picture, there were already six Rahaga, not counting Norik and Iruini!
Could there have been more victims of Roodaka than those six?
Probably, it is just a mistake.

I’d think that’s probably an error, but that’s an interesting concept.

It is a Hagahrakh, two-headed Rahi.
Oh yes, I remember staring at that panel for quite a while, trying to come up with an explanation for it 
Probably a mistake. Wasn’t there also a panel where Iruini is literarly talking to himself?
Almost certainly an error. However there were other hahga teams assigned to different Makuta before this so who knows? They very well could be surviving members of those other teams. That’s my headcanon got the ‘quick bad guy’ sets too.
So, there’s nine Rahaga: the original six, plus an extra brown, black, and green.
I always assumed they were Hagah from other Makuta’s teams.
There are actually two blue ones one with green eyes and one with orange eyes
