Everything I have read, has led me to this question. Definitely one of my favorite characters.

Greg has stated before that there was no established “final boss” at the time the line was cancelled:
Unless Greg changed his mind in between the cancellation of the sets and the “hiatus” of the story, Velika was not chosen to be the final villain of the story.
