We do not know, but I find Onu-Matoran most probable. We hear all the time in legends that before the comming of Mata Nui, Matoran “labored in darkness”. This in reality representes time when there wasn’t any light in the universe yet. But work had to be done even then, making Onu-Matoran ideal workers.
