Excuse yourself. Sure, Greg has tried to cover up this whole thing, but he does not want to loose his job. He has to take care of his daughter, after all.
To be honest they might possibly be packaged in bags. I see no reason why LEGO would get rid of a award-winning packaging method. However from Hero Factory Invasion From Below wave 2 they seem to be packed in boxes instead.
of course, those were mainly system sets with minifigures.
