Because Chiara canonically has a Volitak, albeit one without a visor or tube.
The build.
On seeing the thumbnail I thought the white was a cloth piece like off the Range Trooper set:
Honestly, I think she’d look better with that than the solid armour there.
The shoulders are mounted too high and too far back on the body too, gives her a hunch which doesn’t look quite right to me. I know some toa do have hunches but they’re generally more purposeful than this in that case.

I think it needs more blue, but otherwise it’s pretty good.
