Design-wise, I think Von Nebula is the best. But I think Witch Doctor and Fire Lord have better fleshed out stories.

I still have quite a few of them. Von Nebula, Witch Doctor, and Black Phantom are probably my favorites. Still have Xplode for some reason.

I’d say Black Phantom. He doesn’t have the dreaded "weapon instead of fist" design.
Stormer Bulk and Stringer 1.0 had panels for weapons.
Ordeal of Fire relied a lot on this.
