Instead of listing them all off, I’ll just name a few: Makuta Teridax, Boba Fett (yes helryx, the Fetts are counted as villains in canon), Loki, Moriarty, Daleks, and more.

Ah Ozymandias. I wouldn’t call him a villain, but more of a flawed hero. The entire basis of Watchmen is that heroes and villains are only a matter of perspective. The Comedian was labeled a hero, despite the horrible person he was. Ozymandias just set off a bomb (using an “alien invasion” as a cover) to make Russia think Dr. Manhattan had been destroyed, therefore ending any need for nuclear war.
If anyone from Watchmen was a villain, it is definitely Edward Blake, a.k.a. The Comedian
