The Okotoran. They build stuff. Or if you want to know what they’re based off of, they look kind of like the houses on Tatooine. Maybe that’s just me though. I think it’d be pretty cool if that’s where the inspiration came from…

Well, I think the Regions represent Provinces or States, and the Protectors are the leaders or mayors. And I believe the Mask Makers represent their gods.
interesting instead of mayor type figures why not elders the wisest are the leaders of each tribe and the Smiths are the gods
