The tan “toe” piece is a standard G1 foot part. It’s meant to be inserted into that style of foot. It was in this Pohatu set.
From there I just added the 2 gray, minifig “megaphone” pieces and the trans-green Bohrok eyes.
Mmm. Glorious.
I mean it. I can’t criticize this MOC fairly (except the ankles, I’m not sure about them) because I love it so much.

@BlackboltJohnson This is so cool! How did you build the torso? (Would you mind posting/sending photos of the construction?) I’m making a Pohatu revamp of my own and I’d love to have a Dark Bluish Gray torso base instead of the stock Black one.

It is just the standard HeroFactory frame in DBG.
It was available in Stormer XL.

Torso armor’s from Rey and chest armor’s from Pohatu Master. All the back armor is also from Rey, and so is the cloth piece.
