Looks like there is hope for Bionicle Ideas projects even if they are not chosen as a set. Sodoka’s The Legend of the Bionicle is one of the 31 sets chosen for 2021 Invitational. The details on how it works is in the Ideas post, but seems like designers will refine the project until May 31st, then will be a crowd funding period where the first 13 sets to meet the goal will be made, and those who preordered will get a copy of the set
