She appears to be a random rarity figure heavily painted to become someone’s oc
I wouldn’t have purchased the base figure, but this was such an absurd circumstance that I just had to buy her
Her cutie mark appears to be a gavel and a chess pawn crossed over each other, which I can make hardly any sense of

I was going to try some witty pun about justice and cogs of the bureaucratic system but I love this suggestion and second it.
Also, that is so cool, that’s priceless really, just like someone’s Hero Recon set, this is one of a kind and would have had lore, love and memories alongside it. Great find!
