Welcome to the Boards.

The Tahu GWP set was released with no promise of other Toa existing. It was simply a callback to the original Bionicle. Many people have made their own fan designs for the other Toa, including TTV, who hosted a building contest a while ago with the fan-made Toa as prizes.

Because the designers behind that set are fans of Bionicle and wanted to give people the option to make Onua if they so choose. This was likely the only set LEGO would allow them to sneak it in.

but why in a 200$ set? and why is it a sticker
it would be easier for it to be printed bc you could get it on parts and pieces like the tahu and takua gwp mask prints

Like I said, the $200 set was likely the only one large enough that LEGO would allow something that could easily be tucked away.

As for sticker versus print, they likely had a sticker budget for the set and added it in because they had the option to. Printed pieces cost more money compared to yet another sticker on an existing sticker sheet already within the set’s budget; if it was printed there would need to be justification for such a piece existing, and Bionicle cameos in sets have mostly been regulated to sticker form.
