It can be either official or fan made parts, but I would prefer the former. I especially need the uniter parts for my G2 MOCs.

Check out the DCC Project:
The Google Drive link contains stud.io files of virtually every Bionicle model you could imagine, and they contain a bunch of Bionicle parts not in stud.io., which you can then copy to your computer. There should also be some links to parts packs somewhere, to download the parts directly.
Additionally, if you search around the community (or even just these message boards), there are also a whole bunch of part packs shared here directly.
The only official parts are the ones that come with stud.io; everything I mentioned above is fanmade.

The model for 24191 in the biopack is extremely detailed, to the point where my stud.io has trouble rendering the part. Are there any less detailed models for that part?

When you say “render” are you referring to the graphical build area, or the literal Render feature in stud.io?

The issue is with the graphical build area; when I try to use the part, there’s a popup that says “Rendering parts…” with a progress bar that never gets past 0%.

That’s not a filesize issue, but rather something with the file itself. Are you sure that you have all three files for the part in the right locations? Especially the .dat file?
You may just want to try redownloading the part.
