Here is the whole list of requirements. Image from when I was inquiring about the requirements, so as of now I technically have all of those met.
Not sure which ones you may be missing, so may just be better to cover as much as you may feel you’re short on.

I think only Mods/Cast members can get them.

Yea, only mods and admins can give them to themselves/other users
Could they give me the title of “Useless “?
You’d have to PM one of them and ask. Generally I don’t think they give them out on demand.
